A new start could also be easier if there was consolidation of local authorities and abolition of the Shire County layer. Some District Councils are too small to be unitaries and could be joined up for efficiencies. The downside is the reduction of posts for political activists. No political party is waving the flag for reform. The structure hasn't changed much since 1888. Reduce the number of MPs to match the number of local authorities and you may get better accountability in parliament.
